[Doc] Announce: Translation howto and list of supported languages in DesktopBSD available in the wiki

Note: I will update the news on the website asap, a more detailliert 
section using a local SVN client will follow.

If you have questions/suggestions please let me know.

We hope to get the translation ready soon for RC3, more translators are 
always welcome.

For documentation: I will set up a Todo, everybody is welcome to share 
his opinion. The ToDo will be set up in the wiki, then we start 
implementing it.
