Hmmmmmm...............
The problem is a little bit harder.
I could not anable any switching, until I have deleted Us layout in KDE and 
added only Russian - winkeys variant - control shift began to work. I'm a 
little lost in what is wrong.

I will now try some more things and report the final solution. 
I pray for one very important thing to me: Let the user have no need in 
additional manipulations al least to make languages switch.
